I feel this sentiment is anti-shedding and, IMO, should be deleted
from the Charter forthwith.

Rationale:  Any enclosed space, by whatever name, which is
"properly arranged" cannot possibly qualify for the appelation "shed".

In order to attract more people into shedding, we'll have to allow those
who are currently unshedded but aspire to shedness to join in.  That was the 
idea.  Besides, I've only got a cellar myself at the moment!

"Properly arranged" didn't mean "arranged neatly" but "arranged in such a 
way as to emulate a shed as closely as possible".
